ORDER 19.08.2026 WP(C) 2865/2025:
1. By this petition, petitioner herein has prayed for the following reliefs: i) That a writ of mandamus directing the respondent No. 1 i.e. Deputy Commissioner Budgam/District Magistrate Budgam to issue no objection certificate for granting license to petitioner for storage of petroleum products in his premises situated at Khasra No. 2717/688, Khata No. 388 located in village Aripathan Beerwah District Budgam in the name of Sukhnag Filing Station, in favour of Showkat Ahmad Wani S/O Ghulam Mohi Ud Din Wani. ii) Any other order or relief which this Hon’ble Court may deem fit and proper is also passed in favour of the petitioners and against respondents.

Vide order dated 19.11.2025, this Court had directed as under: Before proceeding further in the matter, this Court deems it proper to direct Mr. Hakim Aman Ali, learned Dy.AG to file status report with regard to the application stated to have been filed by the petitioner for issuance of NOC for storage of petroleum products before the respodnetn No. 1. May do so by or before the next date of hearing.

Status report stands filed, wherein it is stated that, in terms of order dated 10.12.2025, the application of the petitioner was considered, found devoid of merit and was accordingly rejected by the Deputy Commissioner, Budgam. The said order dated 10.12.2025 has subsequently been challenged in WP(C) No. 1934/2026.
4. In view of the above, the instant petition has rendered infructuous and is, accordingly, dismissed, along with the connected application(s).
WP(C) 1934/2026:
5. Learned counsel for the petitioner seeks permission of this Court for making table amendment to the extent of deletion of the words “UT of Jammu and Kashmir through” from the description of Respondent No. 1 in the memo of parties before the Registrar Judicial of this Court. Ordered accordingly.
6. Registry is directed to update the memo of parties accordingly.

8. Notice is waived by Ms. Shaila Shameem, learned counsel appearing vice Mr. Ilyas Nazir Laway, learned Governmnet Advocate on behalf of respondent No. 1 and by Mr. Asif Bhat, learned counsel on behalf of respondent No. 2. They seek and are granted four weeks’ time for filing reply.
