The present interlocutory application has been instituted praying for impleading the present incumbent in the office of the Commissioner & Secretary to the Govt. of Assam, Department of Elementary Education and the Director of Elementary Education Department. I have perused the contentions raised in the present interlocutory application and find that the notices in the matter were duly issued by the petitioner to the authorities sought to be impleaded as respondent Nos. 3 and 4 in the connected contempt case, before institution of the present interlocutory application. In view of the above, the authorities sought to be impleaded as respondents in the connected contempt case are found to be the authorities who are responsible for implementation of the directions passed by this Court vide order dated 05-01-2017 in W.P. (C) No. 4931/2012. The prayer of the petitioner for impleading the following authorities; “(a) Sri Narayan Konwar, Commissioner & Secretary to the Govt. of Assam, Education (Elementary) Department, Dispur, Guwahati – 6 Page No.# 3/3 (b) Smti. Suranana Senapati Director of Elementary Education, Assam Kahilipara, Guwahati – 19”; as respondent Nos. 3 and 4 in the connected contempt case stands allowed.
