The instant petition has been filed by the petitioner-Union seeking a direction to respondent No. 2 to consider and decide the petitioner's complaint/representation dated 13.06.2026, read with the supplementary representation dated 23.07.2026, and to pass a reasoned and speaking order thereon, strictly in accordance with the provisions of the J&K Motor Vehicle Aggregator Rules, 2023, within a time-bound period. 02. Learned Senior Counsel appearing for the petitioner submits that the petitioner submitted a complaint dated 13.06.2026, followed by a supplementary representation dated 23.07.2026. It is contended that Rule 18 of the J&K Motor Vehicle Aggregator Rules, 2023, notified vide S.O. 453 dated 29.08.2023, governs the suspension of an Aggregator Licence. The relevant portion of the said Rule reads as under: "Suo motu or on a complaint made to the Licensing Authority, subsequent to providing the Aggregator with an opportunity of being heard within fifteen (15) days from the date of such complaint or suo motu action, suspend the licence for a period, by way of a reasoned order in writing, which shall not be less than ten (10) days and shall not exceed six (6) months at a time ('Suspension Order')." Learned Senior Counsel further submits that despite the aforesaid complaint and supplementary representation, respondent No. 2 has neither considered nor decided the same, compelling the petitioner to invoke the writ jurisdiction of this Court. 04. Mr. M. M. Dar, learned counsel appearing for respondent No. 3, submits that the complaint, in terms of the provisions of S.O. 453 dated 29.08.2023, is required to be considered by respondent No. 2. 05. Learned Senior Counsel for the petitioner submits that the petitioner Union would be satisfied if the present petition is disposed of with a direction to respondent No. 2 to consider and decide their complaint within a stipulated period. Learned counsel appearing for respondent No. 3, is not averse to the prayer made by the learned senior counsel for the petitioner. 06. In view of the submissions made at the Bar, and without expressing any opinion on the merits of the case, the instant petition is disposed of with a direction to respondent No. 2 to consider and decide the petitioner's complaint/representation dated 13.06.2026, along with the supplementary representation dated 23.07.2026, strictly in accordance with the provisions of the J&K Motor Vehicle Aggregator Rules, 2023, by passing a speaking order within a period of two months from the date a copy of this order is made available to the said respondent. 07.
