A 'Mkt Parishad may, at a meeting specially con- vened for the purpose, by a. resolution delegate to its Chairman and Vice-Chairman such of its powers; functions and duties as it may think fit, subject to such conditions and restrictions as may be prescribed, and may by a like reso- lution withdraw all or any of such poters, functions and duties.
