(1) The State Government may, after previous publicatmn, make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely :— any matter for which power to make provision is conferred expressly or by implication on the State Government by this Act; (b) the establishment of the Zilla Parishad and the- 4/7/chat/lc Parishad; (.0 (a) Ben. Act III of 1886- The West Bengal Zilla Parishads A.e 1963. XXXV of 1963.] (Part IV.—Chapter XIV .---Miscellaneons.—Section 113.) (c) the manner of giving notice of resignation by the. Chairman, Vice-Chairman or a member of the Zilla Parishad and the President, Vice-President or a member of the Anchalik Perished; . (d) qualifications, recruitment, scales of pay, conditions of service of all or any of the categories of officers or other employees o'f the Zilla Parishad or Anchalik Perished; (e) the framing of budget of the Zilla Perished and of the Anchalik Perished; CO the keeping of accounts of the Zilla Perished ante of the Anchalik Parkshad; (g) the raising of loans; (h) the calling and holding of meetings of the Zilla Perished or the Anchalik Parishad and the conduct of business at such meetings; and (i) the payment of allowances, if any, to the Chairman,. Vice-Chairman and members of the Zilla Perished and to the President, Vice-Presideht and members of the Anchalik Parishad. (3) All rules made under this Act shall be published in the Official Gazette and shall, unless some later date is appointed by the State Government, come into force on the date of such publication. (4) All rules made under this Act shall be laid for not less than fourteen days before the State Legislature as soon as possible after they are made and shall be subject to such modification as the State Legislature may make during the session in which they are so laid. Any modification of the said rules made by the State Legislature shall he published in the Official Gazette, and shall, unless some later date is appointed by the State Government, come into force on the date of such publication.
