An appeal shall lie to the State Government against any order of the Council refusing to enter the name of a person in the register or removing his name from the register, if filed within ninety days of the date of order, and the decision of the State Government thereon shall be final: Provided that the State Government shall dispose of the appeal within a period of six months from the date of filing it.
