(1) The Council shall, with the previous approval of the State Government, normally appoint a Registrar. The Registrar shall receive such salary and allowances as may be prescribed. The Council may grant him leave and may appoint a person to act in his place. Any person duly appointed to act as Registrar shall be deemed to be the Registrar for all purposes of this Act. (2) The Council shall have power to suspend, punish, remove or dismiss the Registrar from office on such grounds as may be prescribed and subject to compliance of the natural justice: Provided that any such order of the Council shall be subject to appeal to the State Government. (3) In case of any dispute or any exigency, the State Government may appoint a Registrar of the Council, who shall be treated by the Council as the Registrar for all purposes of this Act. (4) The Council may appoint such other officers and staff as it may deem necessary: Provided that the number and designation of such officers and staff, their salaries and allowances shall be subject to previous approval of the State Government.
