For lhe purpose of determining any mattcr undcr scclion 4 or 8 Powers or coun. of [his Act, the Collector may cxercisc such powers as are vesled in a civil courl in rcspect of- (a) summoning and enforcing the auendance of any pcrson and cxamining him on oalh; (b) compelling h c production of documenu; (c) issuing commissions for the examination or witncsscs; and (d) inspccring any propeny or hing concerning which any question may arise.
