Goods in a licensed warehouse shall be insured in the prescribed manner by the warehouseman against loss or damage by fire, theft, riot or civil commotion and also in respect of any particular class of goods or in respect of a warehouse situated in any particular class of localities, any other event as may be prescribed for such class of goods or such class of localities : Provided that a depositor may at his own cost- insure his goods against other risks.
