A person shall be disqualified for being elected or appointed, or shall cease to be, a member, if he— (a) has been convicted and sentenced by any court for any non-bailable offence, such sentence not having been subsequently reversed or quashed, (b) has been convicte% and sentenced by a court- martial, . (c) is an undischarged insolvent, or (d) is of unsound mind : Provided that the State Government may condone any disqualification ref erred to in clause (a) or clause (b) if the sentence has been fully undergone and a period of two years has elapsed since the termi- nation of such sentence.
