(1) TL _ State Gov/ -ame... shall appoint an officer of the Directorate of Veterinary S'ervices of the State Govern- ment as the Registrar on such terms as the State Government may determine. (2) The Registrar shall act as the Secretary of the Council. (3) The Council may appoint such other officers and servants as it may consider necessary for the purposes of this Act. (4) Every person appointed under this section shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code. CHAPTER IV.
