(1) The Council shall meet at such time and place and a meeting of the Council shall be summoned in such manner, as may be provided by regulations : Provided that until such regulations are made, it shall be lawful for the President to summon a meeting at such time and place as he may deem expedient by sending a notice to each member at least seven days in advance. (2) (a) No business shall be transacted at any meeting unless a quorum of four members be present; and (b) all matters which come up for consideration at any meeting shall be decided by the votes of the majority of the members present and voting, or, in case of an equality of votes, by the casting vote of the President.
