(1) Any person who intends to carry out any development shall apply to the Commissioner in such manner as may be prescribed, for the assessment of development charge payable by him. (2) The Commissioner shall, on such application being made, or if no such application is made, after serving a notice on the person liable for development charge, and after allowing reasonable opportunity to the person concerned of being heard determine the amount of development charge, if any, leviable under this Act.
