(1) The Board shall meet at such time and places, and shall observe such rules of procedures in regard to the transaction of business at its meetings (including the quorum) as may be prescribed. (2) The Chairperson shall preside over the meeting of the Board. If for any reason, the Chairperson is unable to attend the meeting of the Board, the Vice-Chairperson shall preside over the meeting. (3) All questions which come up before a meeting of the Board shall be decided by majority of votes of the members present and in the event of equality of votes, the Chairperson or in his absence, the Vice-Chairperson presiding shall have a second or a casting vote.
