The Registrar, the Finance Officer, and the Controller of Examinations.—The Registrar, the Finance Officer and the Controller of Examinations shall be appointed in such manner and on such emoluments and other conditions of service, and shall exercise such powers and perform such functions, as may be prescribed: Provided that till such time as the Registrar, the Finance Officer, or the Controller of Examinations is not appointed by the Universi in the manner prescribed, the State Government shall have the power to recommend the name of a person for appointment as Registrar, or Finance Officer, or Controller of Examinations, as the case maybe, and to specify the terms and conditions of such appointment, and the University shall appoint such person as the Registrar or the Finance Officer or the Controller of Examinations, as the case may be, on such terms and conditions.
