(1) The Finance Officer shall be appointed by the Executive Council and shall be a whole-time officer of the University. (2) Subject to general and specific directions of the Executive Council and the Finance Committee, the Finance Officer shall be responsible for discharging and carrying out all such functions and jobs which are entrusted upon him by the Executive Council or the Finance Committee, and the Finance Officer shall ensure that all such directions and orders are complied with. (3) The Finance Officer shall also be responsible for preparation of annual financial estimates, the annual statement of accounts and balance-sheets, and shall exercise general supervision over the funds of the University. (4) The Finance Officer shall be a permanent invitee to the Executive Council but he shall have no right to vote.
