The amount by which the total value of reconstituted plots included in a scheme with all the buildings and works thereon allotted to the person falls short of or exceeds the total value of the existing plots with all the buildings and works thereon of such person shall be deducted from or added to, as the case may be, the contribution leviable from such person each of such plots being estimated at its market value on the date of publication of the scheme under section 61 and without reference to improvements contemplated in the scheme other than improvements due to the alteration of its boundaries. 160 The West Bengal Town and Country (Planning and Development) Act, 1979. of 19791 (Chapter VI1L—Development Schemes.— Sections 91-95.)
