Any Planning Authority or Development Authority may, with the previous approval of the State Government, make regulations consistent with this Act and the rules made thereunder, carry out the purposes of this Act and without prejudice to the generality of this power such regulations may provide for,— (a) the time and place of holding and procedure to be followed in meetings of the Planning Authority, Development Authority and Advisory Committee, and the number of members necessary to form a quorum therein; (b) the powers and duties of the officers and employees of the Planning Authority and Development Authority; (c) the salaries, allowances and conditions of service of its officer and employees; (d) the terms and conditions for the continuance of use of any land used otherwise than in conformity with a development plan; and (e) any other matter which has to be or may be prescribed by rules.
