Notwithstanding anything contained in this Act, if the State Government is satisfied that it is necessary or expedient in the public interest so to do, the State Government may, by notification in the Official Gazette, exempt any class or classes of persons or any class or classes of agricultural lands from all or any of the provisions of this Act.
