Notwithstanding anything contained in this Act or in any other law for the time being in force,— (1) no civil court shall have jurisdiction— (a) to entertain or adjudicate upon any question whether any person is or is not entitled to have his name entered in the electoral roll for a constituency, or (b) to question the legality of any action taken by or under the authority of the State Election Commissioner relating to preparation and revision of an electoral roll; (2) the validity of any law relating to delimitation of constituencies or allotment of seats to such constituencies made or purporting to be made shall not be called in question in any court; (3) no election to any Panchayat or Municipality shall be called in question except by an election petition presented to such authority and in such manner as may be provided for by or under any law made by the State Legislature.
