(1) The State Government shall, by order published in the Official Gazette, specify the date on which the Council is re-established in accordance with the provisions of this Act. (2) The State Government shall, by order published in the Official Gazette, specify the dates by which the authorities (other than the State Government) shall nominate members referred to in section 4: Provided that if any authority fails to nominate a member by the specified dates the State Government shall appoint such member from amongst the persons qualified for such nomination. (3) Until the nomination of members referred to in section 4 is made, the State Government shall appoint such members from amongst the persons qualified for nomination under sub-clause (iii) of clause (c) of section 4. (4) (a) The members appointed under sub-section (2) shall hold office until the nomination of members under section 4 is made.
