(1) The State Government shall, by order published in the Official Gazette, specify the date on which the Council is re-established in accordance with the provisions of this Act. (2) The State Government shall, by order published in the Official Gazette, specify the dates by which the authorities (other than the State Government) shall nominate members referred to in section 5: Provided that if any authority fails to nominate a member by the specified dates the State Government shall appoint such member from amongst the persons qualified for such nomination.
