( I) The Chief Administrative Officer (CAO) shall be responsible for carrying out and giving effect to the decisions of the Council and of any Committee or body constituted by it under this Act. (2) The Chief Administrative Officer (CAO) shall— (a) exercise general supervision over members of the staff appointed by the Council and shall post and transfer the members of the staff; (b) take such other action, not inconsistent with any decision of the Council, as he may consider necessary for the proper functioning of the Council under this Act.
