(1) It shall be the duty of the Council not to discharge any of its function in contravention of any policy of the State Government. (2) It shall be the duty of the Council to offer advice or recommendations to the State Government on specific matter as may be referred to it. (3) The Council may seek instruction or clarification from the State Government relating to higher educational institution and the instruction or clarification of the State Government shall be final and binding upon the Council.
