(1) The Council may, with the previous approval of the State Government in writing, make regulations, not inconsistent with the provisions of this Act. (2) Without prejudice to the generality of the foregoing provisions of sub-section (1) of this section, the Council shall in particular have right to make regulations regarding,— (a) the responsibilities and functions of the Chairman, the Vice-Chairman (Administration) and the Vice-Chairman (Academic) and other officials of the Council; (b) the procedure of conducting the business of the Council; (c) the procedure of holding meeting of the Council and its quorum thereat; (d) powers and functions of different sub-committees of the Council; (e) the manners in which and the purposes for which any person may be associated with the Council.
