(1) There shall be a Member Secretary of the Council to be appointed by the State Government, by order. (2) The- Member—Secretary shall act as the principal executive offices and shall be the head of the Council immediately after the Vice-Chairman (Administration). (3) Every order of the Council shall be executed through the Member Secretary. (4) The powers and functions of the Members Secretary shall be such as may be provided by the regulations.
