(1) No court shall take cognizance of an offence cognizance punishable under this Act except upon complaint in writing 01effeeeee. made by the Controller or any officer authorised in this behalf 4flf'' by the Controller by general or special order. (2) No court inferior to that of a Presidency Magistrate or a Magistrate of the first class shall try any offence punishable under this Act.
