No act done or proceedings taken under this Act shall be invalid merely by reason of— (a) the existence of any vacancy or any defect in the constitution of the Society or the working committee, (b) any person having ceased to be a member of the Society or the working committee, or (c) any omission, defect or irregularity not affecting the merits of the case. Rules. 13. (1) The State Government may make rules for carrying out the purposes of this Act. (2) Without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely :— (a) scheme for administration of the property, referred to in section 8, (b) manner in which the accounts of the Society shall be kept, audited and published referred to in section 10, and (c) any other matter which may or is required to be prescribed.
