The owner or the occupier of any premises shall be entitled to cause his house-drains to empty into a municipal drain, provided that before so doing, he obtains the written permission of the Chief Executive Officer and complies with such condition as the Chief Executive Officer may determine as to the mode in which, and the superintendence under which, communications between house-drains and municipal drains are to be made.
