(1) The State Government may, after previous publication, make rules for carrying out the purposes of this Act

(1) The State Government may, after previous publication, make rules for carrying out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for— (a) any matter which may be or is required to be pres- cribed under this Act; (b) the manner of appointment and qualifications of Inspectors appointed under section 19. (3) Any rule made under this section may provide that any person committing a breach thereof shall, on conviction, be punishable with fine, which may extend to one hundred rupees, and where the breach is a continuing one, with a further fine which may extend to twenty-five rupees, for every day, after the first, during which the breach continues.
