Section 39

(1) The State Government may make rules for carrying out the purposes of this Act

(1) The State Government may make rules for carrying out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely : — (a) the documentary evidence of identity referred to in clause (c) of sub-section (2) of section 9 and the articles referred to in clause (d) of sub-section (2) of that section; (b) the procedure to be followed in arbitrations and the principles to be followed in apportioning the costs of proceedings before the arbitrator and on appeal referred to in section 29; (c) the manner of publication and service of notices referred to in sub-section (1) of section 30.
