An order made under sub-section (1) of section 21 shall be in force for such period not exceeding three months as may be specified in the order unless earlier cancelled by the authority snaking the order: Provided that the State Government may, as often as it thinks fit, make, after considering all the circumstances of the case, a fresh order to the same effect and subject to the same limitations as to duration as in the first instance.
