(1) Any person from whom an auditor has certified any sum to be V due under section 49 and any person whose objection under section 50 has been overruled by an auditor may, within one month from the date of the order com- plained of, appeal therefrom to the State Government. (2) The State Government shall make on such appeal such order as it thinks fit, which shall be final: Provided that the State Government may at any time direct that any sum certified under section 49 shall not be realized, and such direction shall be final.
