(1) The Executive Council shall meet at such times of the Exe- as may be appointed by the President, who shall give to eutive each member of the Executive Council not less than five Council. days' notice of each meeting : Provided that the President shall, on receipt of a requi- sition signed by not less than five members of the Executive Council, appoint a time for a meeting within the next seven days, and shall, in the case of an emergency on receipt of the requisition, call a meeting as early as possible after giving not less than two days' notice of such meeting: Provided further that in the case of an emergency, the President may of his own motion call a meeting, after giving not less than two days' notice thereof. (2) No business shall be transacted at any meeting of the Executive Council unless a quorum of six members is present. (3) A copy of the proceedings of every meeting of the Executive Council shall be forwarded to every member of the Board within one month from date of such meeting. Annual report and budget estimate.
