The State Government may issue to the Corporation general instructions to be followed by the Corporation and such instructions may include directions relating to recruitment, the conditions of service and training of its employees, the wages to be paid to the employees, the reserves to be maintained by it and the disposal of its property, movable or immovable, and the Corporation shall be bound to follow such instructions.
