If -any difficulty arises in giving effect to the provi- ffimoffitieet sions of this Act or the rules made thereunder, the State Government map the such steps or issue such orders not inconsistent with this Act as it deems necessary for the removal of the difficulty: Provided that no order shall be passed for the transfer of any land to the State Government for purposes of the hospital in addition to the land which appertains to the buildings, sections and fixtures included in the hospital on the appointgd day without the concurrence of the Administrator-General, West Bengal. r 5J, The State' &overnmeat may m out the purposes -of r • 1153.1 (The Schedule.)
