(1) Any person who contravenes an order made under section 3 or section 5 shall be punishable with imprisonment for a term which may extend to one year or with fine which may extend to five hundred rupees or with both. (2) No court shall take cognizance of an offence punishable under this section except on the complaint in writing of an officer authorised by the State Government in this behalf.
