Any sum payable under an order of the Competent Authority or of the Tribunal as consideration, compensation, premium or rent shall be recoverable-- (a) where it is payable to the State Government—as a. sum recoverable under a. decree of a civil court, or as a public demand, or (b) where it is payable to an owner other than the State Government—as a sum recoverable under a decree of a civil court.
