The prescribed authority shall have all the powers as of Civil Court constituted under the Code of Civil Procedure, 1908, while trying a suit, in respect of the following matters, namely :— (1) summoning and enforcing the attendance of the complainant or the person against whom complaint is made under this Act and the witnesses required in connection therewith; (2) compelling the production of any document; and (3) examining witnesses on oath; and may summon and examine suo moto any person whose evidence appears to be material. Explanation.— For the purposes of enforcing the attendance of witnesses and other • persons mentioned in this section, the local limits of the jurisdiction of the prescribed authority extend to the whole of the State of West Bengal.
