Any person, who wilfully obstructs or offers any resistance to, or otherwise interferes in the discharge of, the functions of the prescribed authority or any Engineer, referred to in sub-section (1) of section 13, exercising any power or performing any duty conferred or imposed upon him in pursuance of this Act or the rules made thereunder, shall be liable to punishment with imprisonment which shall not be less than three years but may extend to seven years.
