Every Local Library Authority shall be a body corporate, by the name of the area for which it is constituted, shall have perpetual succession and a common seal, and may sue or be sued in its corporate name, and shall have the right of acquiring, holding or transferring property, movable or immovable, of entering into contracts and of doing all things necessary, proper or expedient, for the purposes for which it is constituted.
