(1) When a scheme sanctioned by the State Government comes into force in any area no fee shall be charged in respect of any child attending a primary school in such area managed or aided by the Primary School Council. (2) Primary education shall continue to be compulsory and no fee shall be charged by any primary school under public management in Ben. Act the area in which primary education was declared compulsory under the NM of 1930. Bengal (Rural) Primary Education Act, 1930.
