If any member of a Primary School Council dies or resigns his Casual office or ceases to be a member for any other reason the vacancy shall vacancies. be filled up by fresh election or nomination under section 37, section 38 or section 39, as the case may be, and the member so elected or nominated shall hold office for the unexpired portion of the term of the member whose place he fills: Provided that no election shall be held to fill a vacancy of a member occurring within four months from the date on which the term of the office of the member expires.
