(1) If by such date, as may be fixed by the State Government in this behalf, any of the authorities fails to elect a member or members as provided in section 37, section 38 or section 39, the State Government shall appoint member or members qualified for election by such authority. (2) A person appointed under this section shall be deemed to be a member of the Primary School Council duly elected by the authority concerned. Publication
