(1) The State Government may, by order in writing, rescind Power of any resolution passed by a Gram Panchayat, Panchayat Samiti or Zilla State Government Parishad, if in its opinion such resolution— to rescind or (a) has not been legally passed, or suspend resolutMn of (b) is in excess or abuse of the powers conferred by or under a Gram this Act or any rules made thereunder. (3) The prescribed authority may, by order, in writing suspend the execution of any resolution or order of a Gram Panchayat, Panchayat Samiti or Zilla Parishad or prohibit the doing of any act which is about to be done or is being done, in pursuance of, or under cover of, this Act or any rules made thereunder, if in his opinion the resolution, or order or act is in excess of the powers conferred by or under this Act or any rules made thereunder, or the execution of the resolution or order, or the doing of the act, is likely to lead to serious breach of the peace or to cause serious injury or annoyance to the public, or to any body of persons. (4) When the prescribed authority makes an order under sub-section (3), he shall forthwith forward a copy thereof, with a statement of his reason for making it, to the State Government, who may thereupon rescind the order or direct that it shall continue in force with or without modification, permanently or for such period as it thinks fit.
