(1) here a Gram Panchaat requires land to carry out any of the purposes of this Act, it may n_egofaate w1th the person or persons haring interest in the sand land, and if it foils to reach an agreement, it may make a.n appli- cation to tbe District Magistrate for the acquisition of the land, who may, if he is satisfied that the hind is required for a puhlic purpose, take steps to acquire the land.
