I any work rquired to be done by an order contained in a ·notice served under sections 36, 38 or 39 is not executed within the period specified ~n the notice: or where an appeal is made to the prescribed authority, within an equal period from the date of the decision on the appeal, the Gram Panchayat may, in the absence of satisfactory grounds for non-compliance, cause such "\\Ork to be carried out and the cost of carrying out such work shall be recoverable as an arrear of public demand from the person on whom the notice was served.
