Nothing in sections 31, 32 and 33 shall be deemed to impose any duty or confer any power on the Gramm Panchayat with respect to any matter which is under the direct administrative control of any department of the Central or State Government or of any local authority, unless such duty or power has been transferred or delegated to the G'l'ami Pancha·yat by order of the Central or State Govern- ment, or of the local authority, as the case may be: Provided that when the State Government or any local authority transfers or delegates any of its duties or powers to a Gram Panchayat, it shall place the funds necessary for the performance of such duties or powers at the disposal of the Gram Panchayat.
