No suit shall be instituted against the State Government L and no suit, prosecution or other •proceedings shall be instituted c, against an employee of the State Government in respect of any- a. thing done or intended to be done under this Act, unless the suit, prosecution or other proceeding has been instituted within six months from the date of the act complained of.
