The Development Authority shall, when granting permission condition- ally or un-conditionally to execute the work, specify a reasonable period within which the building or the work is to be completed, and if the building or the work is not completed within the period so specified, it shall not be continued thereafter without fresh pennision unless the Development Authority, on an application made in this behalf, allows an extension of such period : Provided that' the Development Authority may, if it considers necessary, require a modification of the building plan, for reasons to be recorded in writing, in the case of inordinate delay in completion of the work.
